The proposed legislation would extend and broaden existing sales tax exemptions on data center equipment purchases in hopes of capturing more of the enormous capital investment flowing into data center construction nationally, driven by growing demand for cloud computing and artificial intelligence infrastructure.
"We've already landed some significant projects, and this bill is about making sure we stay competitive as more of these projects get sited over the next several years," said a state senator sponsoring the incentive legislation. "Other states are watching what we've done and trying to match it."
Critics of the proposal, including some environmental advocates and fiscal watchdog groups, have raised concerns about the significant electricity and water consumption associated with large data centers, along with questions about whether the relatively modest permanent job creation from data center operations justifies the scale of tax exemptions typically required to attract such projects.
Data center industry representatives testified that Illinois's existing tax structure and available land near major transmission lines have made the state increasingly competitive for large-scale data center site selection. Lawmakers said they expect a vote on the incentive package before the current legislative session concludes, though the bill's future remains uncertain given the mixed reception from environmental and fiscal policy groups.
